On March 11, 2005 Flanders and the Netherlands signed the Derde Memorandum van Overeenstemming (Third Memorandum of Understanding) (MvO3) regarding mutual collaboration on the Schelde Estuary.
In implementing this, the Technische Scheldecommissie (Technical Schelde Committee) (TSC) decided to start up the Project Group “Verkenning maritieme toegang Kanaal Gent-Terneuzen in het licht van de logistieke potenties” (Investigating Maritime Access Gent-Terneuzen Canal in light of Logistic Potential” KGT2008.
The Project Group must have completed its international investigation by September 2008. This investigation must lend itself to proper decision making, and must present Flemish and Dutch interests in a balanced fashion.

Goals

The goals of the Project Group “Verkenning maritieme toegang Kanaal Gent-Terneuzen in het licht van de logistieke potenties” have been determined as follows.

To investigate the issues surrounding maritime access to the Gent-Terneuzen Canal zone, in light of the logistic potential of the canal zone, as well as possible solution options, so that conditions can be determined for desired and required economic development of the Gent-Terneuzen Canal Zone in general, and the port-related cluster of activities in particular.  
The goal of the project is therefore to present evidence-based policy support following a research and processing track.  

In order to be able to come to an investigation of maritime access to the Gent-Terneuzen Canal in light of logistic potential by September 2008, a research program has been set up. The Project Group KGT2008 will be executing this assignment in Flanders and the Netherlands. The Project Group will present the products for the investigation in two phases, in the form of an interim report "Problem Analysis" (March 2007) and a final report (September 2008).

The Project Group KGT2008 has been given the assignment to realize and execute a research program by Flanders and the Netherlands, while paying attention to the process aspects with parties of interest in the region. The contextual formation of the products should be performed while maintaining good connections with relevant governing and social bodies in Flanders and the Netherlands, so that as much support and high-quality decision making as possible can be prepared.  The Project Group is compiled of both Flemish and Dutch members.

The role of the Project Group can be characterized as follows:

  • Executer of the research program.
  • Assigner of desired research;
  • Reporter of results to mutual administrations;
  • Mediator in the field of joint fact finding, and neutral informant of/for the stakeholders advice forum

“Joint fact finding” has three goals:

  •  To make good use of the existing expertise of relevant actors;
  • Optimum research adjustment to filling in gaps in knowledge, which is necessary in order to reach meaningful political decisions;
  • Creating a foundation for newly acquired knowledge.

“Joint fact finding” is a method for research in this case, with actors making joint, supported agreements concerning:

  • The problem that is to be researched;
  • Relevant research questions;
  • The profundity of and approach to research;
  • Characteristics of the research parties (in agreement with tendering rules);
  • The follow-up method of the research;
  • The manner in which the research results will be applied.
